Jay Kester directs NeoSystems' Contract Management and Administration Services practice, which integrates contract management activities with accounting services.

Through Jay's leadership, companies are better able to efficiently comply with numerous, complex, and important contract requirements.  This includes informing the government about the status of projects, complying with contracts' small business subcontracting requirements, meeting deadlines, managing costs appropriately, and many others.

Jay has 14 years of related experience in contract and financial management.  He is proficient with accounting operations, government and commercial procurement, and contract and project management.

For example, Jay has helped to prepare audits undertaken by the Defense Contract Audit Agency and the General Services Administration's Office of the Inspector General, among others.  He has also overseen accounting practices to ensure that they comply with Federal Acquisition Regulations, the Defense Contract Audit Manual, and other government requirements.

Jay holds a Bachelor of Business Administration from The College of William and Mary.  He also has earned multiple certificates through the University of Virginia's Contract Management Program.  In addition, Jay has served in the U.S. Small Business Administration's Mentor-Protégé Program.
